There is a guy in Pa. who claims to be able to machine the injector seats with the head still on the engine. He has posted both here and on the Diesel Garage. Here is one of his threads:

losing prime after sitting is a sign of bad chaeck valves. You could also have a internal leak inside the filter base with a crack between the high pressure and return side of the base.
Bad injectors seats will cause stumbling at all times, but especially under max load. Why? Because compression is blowing by the injector seat and entering the fuel rail in the cylinder head. You need a sight glass in the return line between the cylinder head and fuel filter base. Then you can watch for bubbles as compression enters the fuel system. -
Ok. Took a bit longer to get back than I expected. Pulled all the injectors, numbers 2,3,4, and 5 all had cracked/damaged middle o-rings. The lower o-rings were gone on all but 2 if I recall also. I put new o-rings in it and it starts good now. I did notice the seat area on the injectors looked wore. Almost as if the injector had been grinding back and forth on the base. I'm assuming it is gonna need a head.

You will find if the injectors are not seating properly, the o rings you just replaced won't last long.
There was a guy on here a while back that is cutting the injector seats with the head on the truck to fix this very problem.
Search some threads you will find him, truck engine machinist I think was his user name. -
