Ditto that- we have a few Volvos at my yard, and the low beams suck- two little two inch wide lenses pointing down where you can only see 200 feet out. At 30 mph at night, you are outdriving them, and it's truly scary sometimes.
The fog lights don't really help, and sometimes at night I just say screw it and turn on the high beams to get a little relief from the hours of straining my eyes.
As far as the op- the only time I find oncoming lights problematic is when I'm getting tired, then I know it's time to pull over and get a nap.

When i needed to replace both H11 bulbs at a TA, I was going to get the blue ones cuz they were an open package sale price. But the counter guy and another driver in there told me they were illegal.

I not sure if they're illegal. That's the first I've heard of it.
But I AM sure they're annoying. -
I dont care for those blue ones either along with the yellow I see at times.
