its still legal up here for cattle thieves but sadly never used

I liked it. Very funny. Shame to loose good states like that though. Why not find some unused island in the middle of the ocean somewhere and use our troops to blockade it so they couldn't build boats and get out. Turn em loose and let em have at each other.
