Nothing happens, there are too many non-compliant trucks running CA for them to enforce anything.
I run around LA every week with my '01 Volvo, and I don't plan on stopping until someone with a badge & a gun tells me I can no longer visit!! -

The CHP said they will not enforce CARB Regulations, the only ones that can cite you are CARB Officers and California's too broke to be checking under every hood of every truck entering and exiting the State.

Not to mention the Air Nazi's can only go out and write tickets when the CHP or local law enforcement will babysit them because they might not come back from the truck stop if they went alone.

Its a law of averages. If they do find you non compliant they will fine you. An old friend of mine just got a $280,000 fine for being out of compliance. He had 27 trucks and needed to be 90% compliant 1/1/14. He was inspected at his terminal and only found to be 60% compliant. He is effectively out of business. It is just a matter of time before you get caught. Yes CARB doesnt not have the enforcement right now but they are hiring everyday

They only need one in theory. The article talked about contracting with other agencies. I'd bet every one of those agencies wants a slice of the pie.
