[h=2]Who will be impacted by the e-log mandate and when?[/h]The FMCSA released the Supplement Notice of Proposed Rulemaking (SNPRM) for Electronic Logging Devices today, March 13, 2014. THE SNPRM requires all drivers of commercial motor vehicles who file a Record of Duty Status (RODS) approximately 3.1M trucks and 3.4M truck drivers to use an ELD for recording Hours of Service.
That means EOBRs, which the FMCSA is now calling ELDs will be needed by 2017.
ELD / EOBR requirements
The SNPRM for EOBRs / ELDs includes a few critical items for consideration:
- Integral Synchronization with a trucks engine is required for trucks manufactured after 2000. That means GPS or smartphone only solutions are not compliant with the regulation.
- There is a limited grandfather clause for todays compliance devices (ABORDs) lasting 2 years after the effective date of the rule (4 years from the publishing of the final rule)
- Communication methods of data transfer to enforcement officers include wireless web services, Bluetooth 2.1, USB, email or printouts
- There is a certification requirement for electronic logging device manufacturers, meaning your ELD vendor must register with the FMCSA and sign off that it meets technical and performance standards of the new rule.
- The FMCSA limited the scope of the rule for truck drivers required to keep RODS. Drivers that fall under HOS exemption, such as short haul, are not required to have an ELD.

Elogs are very simply an electronic device either hooked up to your ECM or some other foolproof way within your truck electronics in order that you can login to start work, driving or on duty and then to be able to go off duty by clicking on the appropriate area on the device. It just records what you do every day. If will do the recap for you and calculate when you're eligible for a 34 hr restart. Elogs basically are there so you can't cheat and the company you work for can track you, like in big brother. You either like them of you don't. -
But what im trying to figure out is...I worked 10.75 hours last sunday....today Is sunday...dont I get bsck 10.75 plus what I have left on my 70 which is 7....so I should have 17.75 hours to work right
