Where is the "know it all"? I didn't see anything here that was even close to that description/definition. You asked a "simple" question, but the answer can't be "simple". The mountains and wind can be very dangerous.
And while experience is the best teacher, it can also be the most expensive. The expense in the case of not controlling your speed down a mountain could be yours and someone else's life.
To chastise these answers could prove fatal. I say that because typically, "with that attitude you won't heed the wisdom" put forth.

Experience is the best teacher. Once he has to use an escape ramp he will see the light.

Yup, Elk and Ground blizzards are a trip to remember. I'd rather run in 10 inches of snow, than deal with a ground blizzard any day.

At least you get some idea of "where" the road actually is. Driving on the rumble strips is a pain. Especially if they get packed with snow...no more rumble.

Lines? We don't dont need no stinking lines. ;)

I haven't driven in those conditions, but I was in the front seat of the truck! Driving 80 through Wyoming in a white in December of 06. The swirling snow made me dizzy and sick. Then less than 2 weeks later we were fighting Cabbage. While I wasn't driving, I saw it. And it left me with a very healthy respect for all of it.

Signs do not tell you everything about driving in CA. They do not warn you about the buthead cops who will pull you over BS. They do not warn you about the way most 4 wheelers in this state drive. Sorry, but signs aren't all you need here. You have to practice alot of common sense.

I havent been to any of the big ones yet, but I have traveled I-5 coming out of Oregon through California(are any of the mentioned on this strech on I5?). All the snow is gone, but I can see where you could get into trouble on these mountians(Siskilou is one). I went 45-50 coming down(68K gross) but wouldnt dare do that if the road were anything but perfect.

That is Mount Ashland. I cannot repeat what most of the local drivers call that area on open forum.. It simply is not polite. LOL!

That is trouble in the winter months, and can have issues in the summer too. My hubby and I ended up behind a U-Haul in July of 2005 that bbqed the brakes for miles. Then the back door flew open on that uhaul... we did the "left.. right.. left... right... left... right" game you see in that one seen on Twister. Not fun. And summer sees alot of those kind of morons on Ashland.

went through Wyoming recently (the 26th or 27th of march) saw no less then nine tractor/trailers in various states of "OOPS"
one bobtail was upside down surrounded by emergency vehicles, I hope he survived.

the road conditions were all over the place, dry, wet, icy, packed with snow. within just a few miles. then there was the wind factor, in a short 3 mile stretch I saw 4 in the median. it looked like the wind pushed them off the road. I was west bound none were in the ditch to my right.

I was puckered right up to the seat from the long grade down to laramie WY, some drivers were passing me at 40+ MPH I was just putting along around 30.

Hmm, I think I remember that one. I wasn't anywhere near that but the wyoroad report said multiple accidents in both directions and they closed both lanes down. I think west bound had a hazmat issue with a crashed truck and a fire...damaged the road. Kind of sucked because they took so long getting the road back up and running, the guys bringing me my load ended up turning around and going back to Denver to get their next days load.
