The way to beat a ticket is to show up in court and plea not guilty. The police officers write many tickets and usually only show up about half the time. Most people just mail in the money. Once you show up, they lie and you loose. From there you appeal to the next court. They won't show up there so they usually just return your appeal bond.
A cop is paid overtime to appear in court. They do not appear for free. Therefore if you fine is $150 or less the police department looses money. The way to win is to make it too expensive for the other side to fight.

It means not guilty but double check.
A common lawyer strategy is to keep putting the case off as long as possible and hopefully the cop doesn't show up. No witnesses to testify against you and they lose.

condo that is a good point, I would definetly re-check on that ruling, it also could mean that as long as you have no other incidents or tickets for such and such time it just goes away, but if you do then they bring up this ruling along with whatever else you did and apply a one time fee, and or sentencing to the whole thing. I am no lawyer but have been in situation where things were put off on hold and as long as no issues usually a year it goes away.
