can't build air on volvo

I have a 2000 volvo with the VED 12 and lately I'm having trouble building air. Its slow to start with and now while going down the road it drops pressure and will not build up again until I pull over and peddle the air down to 0 in both tanks after that it works for about 20 miles and I have to repete the process any ideas?
