Let me research that a little bit more. You may be correct. I myself have trained people while under load before, however it was not a "for hire" carrier.

It is my understanding that a permit only allows for instruction. It does not allow for someone to be hauling paying freight. The guiding Federal Law is 383.25 but I do not have a copy of it right now and, (and this is something I hate to say) I could be wrong.

You can be paid while training with a permit. The truck just runs as a solo/super solo. Completely legal.

Note I said loaded, nothing about freight, we used loads of salt or concrete barriers, anything for weight except freight. -
Wooly, I highlighted and searched that code.
It didn't indicate anything about not being under load, except to indicate a HAZ-mat restriction.
