DOT can inspect on private property- if they have permission from the property owner. This is why drivers must complain to management and threaten to boycott the business if this happens. DOT-- has the authority to "enter in or upon the CMV { for the purpose of a safety inspection }." They do not have authority to conduct searches for other crimes." LEO can patrol public parking lots or business property to detect & deter other crimes, etc. Be on the look out for what's called a terry stop ... not a legit traffic stop.. but they detain and keep you busy until the drug dog shows up.
