That is or was a steerable trl. You can see the Hyd. rams on the unit.
Most will self steer and in tighter turns you then have to switch it over to manunel steer.

This is the only story I could find:
No mention of the driver's condition so hopefully that means he's ok.Chinatown Thanks this. -
Without sounding rude someone should have some knowledge before posting!
It takes a bit to get the whip out of the load and we tend to straddle the zipper till this happens and /or we get clear of the construction beams tend to wiggle. as far as the dolly its like a big RC car it steered by a tiller man/rear pilot thru hydraulics mounted on the pivot plate.
As far as fault Id have to say 50/50 driver and pilotHeavy Hammer and Chinatown Thank this. -
One person is dead after a tractor trailer with two decks of cars crashed into an Ithaca restaurant. Four people have been taken to the hospital. We have learned the driver of the tractor trailer has been taken into police custody for questioning. The 100 block of Aurora Street and the 200 block of State Street have been evacuated.
This one just happened in Ithaca, NY
BREAKING NEWS: Bartender killed in Ithaca Commons disaster
Today at 4:51 PM

Yep there is another thread on it.
Sad when they take the driver into custody and not say any more why the reason was. -
Seems reasonable to assume it was for driving into a building and killing 1 and injuring 4 for no apparent reason.
-
Apparently there IS an apparent reason. Posted in the comments on the linked page, the restaurant is at the bottom of a steep hill and this in not the first truck to end up hitting the building.
-
Well that sux--hope he is ok--stopped the vid twice--what is it he hit--looks like a small ramp or something?
Now as for the steerable remote trailer---Ive seen the real heavy loads w/someone onboard steering from behind(like old hook n ladder truck--BUT--could someone who actually has been involved please explain the remote control from Pilot car to me? Thats a new one on this old man--but then again Ive only ever dragged trailers w/xtra motor on front--lol -
A lot of the steerable trailers are remote controlled, olhand. I remember seeing a few years back they were requiring CDLs for whoever controls the trailer, and they can't be driving the pilot, either. It's just like a remote control car, radio controlled servos or valves that steer the trailer.'olhand Thanks this.
