This is what I am thinking. He has got to have two 'friends' even just 'sorta friends' on facebook or something that would be happy to sign a letter for him. Dang it man offer to take them out to lunch or something for having them signing in your paper - it's not that hard man.
This is what is INSANE about this regulation! If he is a terrorist plotting to drive a gas tanker into a mall you can bet your last penny the terrorists are gonna have two friends to sign a piece of paper for him lol. If he is a terrorist they are gonna have a fake phony company set up to verify his perfect spotless employment history, no problem.
But if it's an American citizen who has been out of work for a couple years oh heck no! Maybe his mom died and he got a little bit of money and wanted to take two or three years off and sit around and watch TV all day, what's wrong with that it's not illegal.

Bad mouthing? I am only presenting my perspective as shown to me by a prospective employer. If you think this is bad mouthing somebody you're in for a real shock when you get out into the real world. That statement is nothing compared to some I have heard out in the real world about employers. I would actually recommend you review companies on sites like glassdoor.com, indeed.com, google reviews, and learn about how employers really do treat people, and get a heads up about where you want to be employed.
I very well may be glad they turned me down also, they didn't make a mistake, I gained alot of insight of ALL I may have been working with in a business. -

And having no friends or aquantences speaks volumes about you. To jump on him for his statement while being in your position is harsh at best. You have been given advice and guidance by expierienced drivers on here. But you rebuff our advice. You seem to have an excuse for everything. Now ive never worked for prime but have not heard or read a lot of real bad stuff compared to other starter companies. All have their faults. But to ask an applicant for verification of an unemployment gap is not a bad practice. This is common in many fields not just trucking. You claim it speaks volumes about them because they didnt call you to tell you no? They get hundreds of applications a week. You can't expect them to call everyone they say no to. Its not your local McDonald's who gets 10-20 apps a week at best. You called and they told you why it was a no. Told you what to do to get them to reconsider. What more do you want? Now go out into the "real" world and make a friend. Its not hard. Well, for most its not hard to do.

My bad I thought this was a post by the op since he started this thread. Didnt realize it had been hijacked by someone else having issues with getting hired by Prime. Ok I apologize for the "no friends" comment.
But im still trying to figure out why its so horrible for them to not call? They get hundreds of apps each week im sure. That dont hire everyone amd probably not most. Theyd have to hire someone to specifically call everyone to tell them no. But even if you pin it on the recruiter alone it still on that one person not the whole company. Some if not most recruiters only care about you as far as tou getting hired. If your are not able to be hired they make nothing from you so they have not incentive to deal with you. Thats an ethics and morals issue of that individual not nessaccarily the company. But then as stated I dont work there so i cant speak for them.
Its not right but welcome to the real world where no one cares about you but you. You picked up the phone and found out the deal. It sucks but its life. It aint fair.
