I always anticipate that whomever is parked on the shoulder is going to either pull out in front of me, or fling the door open and jump out of the vehicle. When I can, I will move left. That opens up another scenario, though, and a BIG pet peeve of mine.

Whenever I do move left, at least one (sometimes more than one) idiot will pass me on the right, exactly where the parked vehicle is. I watch for it so I know it's coming, but you'd think that once folks saw the vehicle parked there, they'd realize what I was doing. Lately though, as soon as I move left, I put my right turn signal back on to as to (hopefully anyway) inform those behind me that my lane change was brief and it was because of the vehicle on the shoulder.

As you can imagine, it doesn't always work...

Maybe an insurance scam. Years ago, I have a friend that had a KW cabover, forget where it was, at night, an empty flatbed came off the shoulder with no lights on his trailer going 10 mph, my friend hit the trailer, it broke the cab off his truck, and it ended up on the flatbed. If it would have been a van trailer, he would have been killed. They tried to pin it on the flatbed, but couldn't prove anything.

Arbitrarily stopping on the shoulder is VERY dangerous. You take your life in your hands when you do this.

Doing that on an OFF-ramp is also dangerous, because you're being approached at highway speed. I don't advocate parking on ramps, but if you have to do it please employ a little common sense, and use the ON-ramps. That way the highway speed traffic is DOWN-stream.

I stopped on the shoulder once because one of our trucks was pulled over. I wanted to make sure he was ok. He said he just stopped to pee. Grrrrrrrrrrr
