This reg is often misquoted to support the "2 in the first 10 feet" argument. But people don't seem to read it carefully. This entire regulation says NOTHING about WHERE the tie-downs have to go, merely how many you need to have. It says just this in the title of the regulation, IE:
§ 393.110: What else do I have to do to determine the minimum number of tiedowns?
Another common mistake guys make is to assume that if part 2 applies then so must part 1. And if part 3 applies then so must parts 2 and 1 (which is often used by people to support the 2 in the first 5 feet argument.) The fact is the language in the regulation doesn't support this interpretation either. The article you are securing falls either under part 1, 2 OR 3, but not all three.
Sure the regs aren't exactly the most clearly written, but cmon guys.
