While I believe the system is abused by the trucking industry, you can go ahead and remove the tin foil hat as apnea is a very real medical condition.

Sleep Apnea is absolutely real. It's just being falsely diagnosed so they can profit off selling you medical supplies which the goverment will now force you to buy.
It's just like Ethanol/bio-diesel. Noone wants it, but the goverment creates an artificial demand by forcing you to buy it.
The goverment is the problem, Not the solution. Never forget that. -
I've been on CPAP since 2007, haven't nodded off or done a head dive driving since 2007. Coincidence? Maybe, maybe not. I love my CPAP. If you're registered at the VA but not service connected (like me) the sleep study is a $50 co-pay, the machine (Respironics S-9) and supplies are free. New mask, hose, filters every 90 days or when needed. Just did my DOT physical and all I needed was my data download paperwork and she signed me off for a year.

"Has no established medical history or clinical diagnosis of a respiratory dysfunction likely to interfere with his/her ability to control and drive a commercial motor vehicle safely."
A medical examiner can mark your long form as not meeting standards if you have sleep apnea (respiratory dysfunction). Most medical examiners today will ask you to submit to a sleep study if you show evidence of possibly having sleep apnea, such as by your BMI, neck size, and other signs of respiratory dysfunction. If you test negative for sleep apnea, great, the medical examiner can certify you for up to 2 years. If you test positive for sleep apnea and it is moderate-severe, then the medical examiner will would likely extend your medical certification up to one year provided you remain in compliance with the necessary treatment, such as using a CPAP machine, which must be used a minimum of 4 hours per day at least 70% of the time (5 out of every 7 days).

the way i read this they can not do that.
FMCSA certified medical examiners, certain training organizations are advising them to order sleep apnea tests regardless of whether or not they are warranted. According to the congressmen, a possible reason for this could be that some

there it is, start sueing, and pay for your own lawyer. -
this is the KEY QUOTE (("Has no established medical history or clinical diagnosis of a respiratory dysfunction ))) with out a test they have no proof. if you have never been diagnosised with this problem,, they can not force you to have a test or with hold your cert!!

Yep, that's what will happen. Sooner or later, unless he uses the machine routinely. He's got an attitude problem.
As for the electrical draw, be sure to use the 12v cord, not the 110v through the invertor. -
This is why most medical examiners will look for problems because of how many drivers like you who will fail to be truthful about your health history. Fail a DOT physical today and your home state will know because the medical examiner is now required to submit all DOT physical results (pass or fail).
