Make sure the clutch pedal is all the way up and the brake lights aren't stuck on.

The one thing that can disable both the cruise and jake is the speed sensor which will shut off the cruise and jake at a certain low speed.

The clutch safety switch under the cab near the clutch pedal. It shuts off your cruise & Jake when the pedal is pressed. It could be broke or have something pushing on it.

clutch and brake are good places to start but what is your idle speed?
