Of interest I was passing through Louisville KY on I-64 yesterday, and again someone had channel 19 locked down. I guess it could be someone on a base doing it just to be a jerk.

What does frequently happen is that a driver will accidently leave the CB microphone on his seat next to or underneath the cushion without realizing it is continuously transmitting a dead carrier. Listeners can sometimes even hear background music or conversations going on in the cab--the driver oblivious to the fact. However, nasty-minded drivers have been known to do this deliberately rather than simply turn off their CB if they don't happen to like someone chatting on "their" channel. Lots of strange people out there.
Then possibly a damaged or aging microphone may develop an internal problem whereby it will short off in the transmit position from time to time.
Unfortunately, too many drivers pay less attention to the health of their CB radios but seem to find the time and extra throw-away cash to buy stupid toys like "Tarzan shrieks", echo boxes and ridiculous, multi-tone roger-beeps. Presumably, some of these characters only got as far as grade school.
Everyone else who is trying to use their CB radio is being blocked out by the dead carrier and then has no alternative but to endure it and wait until the driver has moved out of range until eventually he pulls into his stop and realizes where his microphone has been stuck all along, or turns off the ignition which then shuts down the radio--unless, of course, it has been wired to remain ON despite the engine being shut off.
I remember one case where a driver parked his cab somewhere on a Friday leaving the CB transmitting right through the weekend. Arrgh! I doubt if it was deliberate, though, as that would have burned out the final output transistors. It probably did, too! -

i sure have been thinking of getting a cell phone jammer lately. i am not too sure that they are obtainable in the United States or if they even work as advertised. $400 to jam for 10-15 meters out would be great for the cpa"s(cell phone arseholes) in heavy traffic that really do need to hang up and drive.

Now I have been in a few parts of the Country where if the Cops did have radios and listened in on channel 19, they could bust allot of drug dealers and prostitutes that advertise wide-openly on 19... Memphis comes to mind around the Mississippi River bridge on I-40. -
