Yes it is "supposed" to be. All time waiting to load and unload is "supposed" to be. But every dot cop around knows better. You need to show something. When I ran dry van I logged 15 min. I run tanker now so when I unloaded I log 1 hr, unless they do it while I sit in the breakroom, then it's 15 min. I learned long ago that those 15 minute increments I wasted at the beginning of my 70 hrs are like gold when you are nearing the end. So log like you are up against your 70 all of the time.

his company has read the FMCSA motor carrier regulations and is instructing him to follow them as well.
if your company doesn't care then I guess it's only illegal if you get caught by a DOT officer who also knows what the regulations say and cares to enforce them. This may or may not ever happen. -
Lol i didnt realize anybody actually would log onduty except for 15 minutes and hows a dot cop gonna prove you werent sleeping or in a lunch room taking a break?

I am usually eating, performing bathroom functions, or walking my dog. How could any of that be considered on duty time?

I have worked for companies that have in the Permit book a letter stating to log 15 min then go off duty and it has been given approval from the FMSCA.
