Does this only apply to drivers who are otr or out of town for a length of time on a certain job and using that town as their base ? maybe I should say , does not apply to drivers that are local or at their home terminal ?

The rule applies to all as long as you know what it is. Also different companies will set different limits. But in general there is no limit.

It's going to depend on the company you are leased onto and whether you are running on paper logs or elogs. If it's elogs you are at the mercy of the company. WE have just been cut back to one hour per day after we could run for five hours before. Why they cut us back, I've no idea but that's the way it is. If you are on paper logs, then you could be a bit more flexible. I know a buddy of mine who gets zilch time to run via private miles and he is on elogs. . Every single mile he runs goes against his clock, which is ridiculous. I've no idea if DOT has put pressure on these companies but I wouldn't be surprised.

If it's your truck, you can use it as a personal conveyance any time you're not dispatched, Xsetra has it right. You can even be pulling a trailer. Empty trailer. The company I lease to has their Qualcomm units set for 1hr off duty driving? That's for company drivers and company trucks. If I go over the hour, I log off, like I was putting my rig in a shop somewhere and don't want the test drive starting my clocks. The Safety people complain about it, but not very much because they know the difference and the rules. They just re-enter the logoff as off duty driving once I log back in. Funny. I told them, twice: "It's a computer. Make a change for your I/C's." Hasn't happened yet.

So let me get this straight .... I am a company driver in their truck and I unload and start heading home and run out of drive time or 14 hours and I am 50 miles from home.
I can then legally log off duty and continue driving as long as I want or company allows , because I am empty ?
I am assuming that this means legally I would have to return to the spot where I went off duty to remain legal and sit out the remainder of my 10 hours off. -
How do you log it? As off duty,on the first line ?
