Despite living in AZ - I like the idea of just staying out of CA all together. Cruddy roads, horrible traffic, inconsiderate drivers, ridiculous laws.... currently looking to buy a truck and trying to figure out if it's worth it to get a CA legal truck. A bad option is better than no option. A while back while reading about CARB, I read that 12 other states - mostly western states, had similar legislation pending but on hold till CA gets the hurdles all figured out. How's trucking in Canada these days? LOL

I got a question - say I had an opacity test done in CA and got fined. Is that a civil or criminal fine? Are all CARB fines either civil or criminal?

I ask because I can just blow off a civil fine from CA. But they'd arrest me if I ever showed up in CA again if I didn't pay a criminal fine.

As far as I know its just a civil fine..but blowing it off would be like blowing off the IRS...they would send you a sopeana..and if you didn't show up would get a court ruling..and they would go after you..if you weren't incorporated..and owned a house..your equipment anything...and I bet if you didn't pay the fine..it would also turn into a bench warrant..and if it did..you could be arrested anyplace and extradited back to california..just something to think about..we are talking like 10,000 a day if you enter until you leave or correct..

IRS is federal criminal code. I know CARB isn't that powerful or we'd all be driving electric trucks already.

All I could find Googling is "allows CARB to force denial of registration at time of renewal through California DMV if a fleet has not paid their fines and another, in conjunction with CHP that allows them to impound vehicles that have cancelled registration because of outstanding violations."

So big whoop, CARB has no authority in TN. How can they get me to pay a civil fine? I'll wipe the inside of my pipes with a dollar and send them that.

Best way to deal with cali/carb.... don't go there. 48 other states plus Canada to get good paying freight. Have not been to cali in more years than i can count with no loss in money.JMO
