Every now and then when I start the truck, it will have no power to the instrument cluster and the Jake will be on even though I have it switched off?

Hi, you have a power relay problem, is your truck is equipped with std (GM) fuse or Mini little fuse because the power relay are different for both depend of the build date of the truck (February 1998) and ealier have GM style fuse.
Also depends of the fuse style the power relay are in a different location.

    Where is the power relay?

I thought I had already got it diagnosed as an ignition lock cylinder but I could be wrong. Because when I turn the key to start I can keep this from happening every time by turning the key gently and only just far enough to send power to the starter. When I turn it with more force sometimes the cluster goes dead when the key returns to "on" position

Hi, Look at the sticker on the LH door jam the built date of your truck (Month and the year) truck built prior February 1998 have the two big power relay under the tec tray (where all fuses are located),
Truck built February 1998 and later have power relay (3) on the tec tray see label under the top dash cover removed to gain acces to the fuses
(note: those truck February 1998 and later use mini fuse)

I recently had the same issue with my 98 volvo, it was the power solenoid(relay), its located under the fuse panel. Don't trust the shop that diagnosed it as a ignition cylinder, my shop diagnosed it over the phone!

Its fixed. You guys were right about the power relay. Its the "key on" relay that powers up the bank of fuses under the cb. Think that bank of fuses included 2 ignition fuses, power seats, heater fan and something else. Still not sure why when power is cut to that bank the Jakes come on though lol
