Update, Replaced relay mentioned.(Pricey) no glory. Continued the hunt. I found some more relays under the front panel over the ash tray. Not listed on the fuse cover. Large 60 and 70 amp fuses in here and a 70 amp relay labeled PR1. Tapped on the relay and the power came on. I pulled it out and reseated it and it's worked ever since. I suspect the low voltage relay is the control relay for this larger power relay. Hope this helps someone else.

You didn't indicate which truck you own, but on my 06 780 you pop open the fuse cover on top of the dash and the low voltage relay is on the left side kind of separated from the main fuse panel. Is should have a yellow sticker on top of the relay. After you buy this relay for $80.00 and it doesn't fix your problem, open the fuse cover again, then open the front cover above the ash tray(there may be 2 screws securing this cover at the top if no ones been messing in there before) under this front cover is a board with high amp fuses and relays. The relay labeled PR1 on the right side of the board is the one your looking for. You might get by just pulling it and reseating if not take it with you when you buy the new one as volvos descriptions for relays are very poor.
