    Check the ECM cooling plate, the inside material starts to break down and it lands up in the fuel filter. I've seen fine and course material in the filter.

    The screen is under the dome with the bolt head,on top of the pump. Just take it out and clean with brake cleaner. It has a tapered o-ring,if it leaks you can replace it with a regular round I think it's a #17.

    If it does this consistently, try to run a test fuel line from the inlet of the fuel pump straight into the fuel tank and retest. If you have micro air leaks in old/rotten fuel lines it will do this. Running from a test fuel line will eliminate the fuel lines.

    What everyone else said. could also be a fuel line is collapsing inside from age.

    So update. Fuel shut off solenoid was getting 11 volts and was too hot to touch said the dealer and the neck had codes stored turning it off so they replaced it and it showed 13.44 volts. Also the ECM cooling plate was all clogged up so they tried to blow it out and suceeded. They blew the fuel lines out as well and replaced the fuel filter for good measure. 3 hours later and 80 in parts I believe total was $585. Now to hopefully soon see if it can handle pulling a loaded trailer before I go trying to lease it on somewhere.
