Apus have been around for A LOT longer than the two years you say you have been out of trucking. How long were you driving? Most guys find out what an apu is before they are even given their own truck. Did you not pay attention to anything going on while you were driving? Never read a single industry publication?
Buying a truck right now would financially ruin you. you need at least six months of serious research to even be slightly prepared. And best to do this research while actually working in the industry, either driving, dispatching or working in sales.

Anything pre-emissions is old, anything that does not have a ECM is an antique.;)

You can idle in many states. If you are buying an older truck it won't use DEF.

As far as a new apu you are looking at maybe $10,000 give or take a few thousand.
Many trucks don't have an apu and idle when needed in lots of places. I took mine off for weight reasons last year. Also it was not very dependable. At least one of the states I run in don't allow the weight exemption and a lot of the time I am maxed out on weight.

Some situations an apu will pay for itself. Sometimes not. Depends on how much a person uses it.
I don't idle when it's between 40 and 60 degrees at night. I also am home sometimes through the week and always on the weekend. I figured a new one up recently. In my situation it would take 3 1/2 years to pay for itself. Might not even then when you consider that before that time I might be looking at some major repairs on it.
