I pulled into a KY scale and updated my log before going inside about the time I put down my pen the inspector knocked on the Dorr asking what the hold up was told him was updating log to where I just stopped driving he said don't ever touch pen to paper before we see it when you pull in our scales.
They then did a full level 1 and search of the truck held me up almost 2 hrs. He said if he ever seen pen to log before they view he'll cite me.
So I never marked in the book before officer seen it again.
It's all about the mood and attitude of the officer that day.
So yes and no technically he can depends on the officer at the time. This kinda BS needs to be stopped and remove grey areas in the regs. We can't do everything right if we don't even know what is right. These I have authority and going to get you on something no matter how stupid it is DOT need put in check.
I don't mean with us and attitude either but by some supervisor or some kinda of checks and balances.

I have been driving since 1966, pulled over more times than I care to remember, I have made that log book entry many many times and never gotten a adverse reaction from LEO. They are not stupid, they know the difference in drawing one line vs catching up for the whole day. You need to read the book the LEO was right.

It wouldn't be an issue if the officer knew what the regulations he is charged with enforcing actually say, along with the guidance provided by the FMCSA which clearly shows the officer being wrong. E-logs won't save your bacon if an officer is hell-bent on finding something wrong.
