There is a ton of good info in the CB Radio Forum:

My friend Tony got his radio tuned by that guy that works in the Petro. He recommends him. Goes by the name Bandito.
-
Any info on price?
-
Pretty reasonable according to him. Don't recall how much. But quality is what you need, not price. I need to get my radio serviced, the back light burned out and the RF gain seems to have an occasional short. But that's on the back burner for right now while I pay off the repair on my Camry

Tony's radio pegs mine into the stratosphere when we run together so he puts out some good power, plus he runs a custom antenna.
-
I'd be curious to see how hard he pegs you when he's 20 miles down the road and how many dollars he had to spend to get to that point. That would be the best determination to figure out what his performance is.

About 'tuning' a CB?
The one in my truck was just zip tied to the dash by some of the farmhands before I ever drove it.
Would this account for just about everything more than a mile away sounding like garbage? -
Few reasons that could happen.
Bad / damaged coax.
Crap antenna.
Improper electrical connections.
Horrible SWR (transmitting).GiantBeard Thanks this.
