The major ts chains have more business than they can handle. Almost every parking lot is full by 18:00 hours, the fuel islands are pumping at 80% of capacity, they are charging premuim prices for everyday items in the store. In short they don't need to do anything to attract customers. So why spent revenue on something civilized like keeping the place maintained, clean and attractive.
They will come no matter what.
