Im looking at buying a classic KW and restoring it and registering it as a historic vehicle
Does it need to have CA #, DOT #, MC # and I have to run logbooks and abide by all the commercial regs?

Only if you're going to be operating it commercially.
You could buy a brand new KW and run it without any #'s if you're using it as an RV -
no its just for personal use
I heard from a registeration service company you cannot register semi trucks as RVs anymore in California -
Pickup trucks are registered as commercial vehicles in California.
But you don't need a DOT or CA number unless you're using them commercially. -
Can't even buy historical vehicle plates for my 1961 International B160 (1 1/2 ton) here in WV.

You might want to contact some CA chapters from the American Truck Historical Society (aths.org) and see what their members are doing. CA has 8 chapters listed on their website. In OH all you need are plates and insurance. Also, there are ins co that insure historical vehicles (Gulfway, Hagerty, etc).
