Any way to tell if it's the wastegate/turbo going out or the ECM? I can't afford to guess wrong and replace them both right now.

ECM's are generally quite bulletproof and 9 times out of 10 they get changed for no reason. Are we talking ACERT or single turbo C15?

Yes, pressured up the air to air. Checked all hoses and pipes.

Yes, air filters clean. Boost varies- sometimes I won't get two pounds, then I'll get 25. It's not consistently down.

If you're not flashing any codes it's most likely NOT the ECM. One way to find out, disconnect the waste gate, leave it in the closed position, and see if you build boost.
