I would say at full speed over the cab of your vehicle, not a long whip one but enough when bent from wind is still above.

longer antennas are usually more efficient. the roof of a vehicle is usually considered the optimum mounting position as you want the antenna unobstructed and to make use of the ground plane provided by the vehicle. Notice I use Usually in these remarks because there are combinations that work well but defy logic.

Try a magnet mount antenna on the roof of your vehicle. There's probably a huge Ground loss going through the aluminum toolbox.

Tool boxes are notorious for being a lousy place to mount an antenna.

Unless it happens to be made out of stainless steel and bolted directly to the sheet metal of the bed in which case it makes an excellent place to mountain antenna.

Never owned a SS box. Pricey! On my 2000 Sonoma you couldn't get a good rf ground on the bed or anything bolted to it. Front fender and roof were excellent however.
