    DOT just about everywhere have a far broader mandate than just Commercial Vehicle Enforcement. If its on a public road or highway, it's within their jurisdiction.

    Any commercial motor vehicle ( including limo's) is under the authority of the DOT. The weight and class of the vehicle is used to determine the type of vehicle registration and license to operate it.
