Similar here. NY DOT. Loose chains sitting in a tray that doubled as a catwalk. Chains has ~6 bungee cords over top of them. Anyway, I think if you're loading that often in a day you know where the coops are.

I like old race car tires (DIRT car,Hoosiers etc) for "blacktop protectors" They are light, flexible, easy to carry and effective!!
Anyway had one inside a 2 foot excavator bucket sitting sideways on the deck, chain over the bucket across the opening of the bucket. Nothing else on the deck. He asked about it, I showed him it couldn't fit past the chain, he measured all my slack adjusters checked lights etc, etc, And
No OOS but wrote me an invitation for "Unsecured Spare Trailer Tire" Told me it was unsafe, and that I had to remove it from the bucket and secure it before I could leave, so sorta OOS! He diligently watched as I had to unchain the bucket to get it out and then lay it on the deck and put a chain over it.

I've used both open racks and cabinets in my extremely brief career as a flatbedder, and I much prefer the cabinet. Yes, it's a pain in the tuckus to constantly.drag chains and tarps back and forth. But, I am very anal about my deck. It's got to be clean and ready to go. When loaded, only the load and associated equipment goes on the deck. Empty means exactly that, empty!
All my equipment has a spot, and when it's not in use it stays in its spot. I simply hate having extraneous stuff on my deck! -
Musta sucked when you had to carry dunnage on the deck...

It did and it does. We still have a few trailers in fleet that don't have dunnage racks. Gets REALLY annoying when I don't have a dunnage rack and I do have a long load that doesn't use my dunnage! That's one of the times I get to be hyper creative....
And what really sucks is all my dunnage is (roughly) 8.5 feet long!

@brsims , Had to chuckle..........wasn't that many years ago when it was common practice to keep dunnage in place on the deck by just draping your chains over it. Running regionally, lots of deadhead.....6 sticks of dunnage lengthwise (centered)on front of the wagon....6 more on the back. 3 20' chains draped over each stack. Everyone whined changing from chains to straps because you had to waste time strapping down dunnage.......

Well I bought it. Now to install. He had the u bolts so it should be pretty straight forward except I need to relocate my pogo stick and air lines.
