    Drivers of vehicles manufactured before model year 2000. If the truck is a 2000 model it is not exempt. If the 8 digit from the end of your vin is a Y then its a 2000 model and not exempt. For it to be a 1999 model the digit would be an X which makes it a model year 1999

    That is why you have to read past the overview of page 12 and get in the meat and potatoes.

    I just went and read the thing. I agree with Cummins 444. They even go so far as to reference the VIN for the MY in determining exemption.

    yes.. after going back and reading it twice.. I agree with you.
    my 8 digit vin is a Y, therefore I have a 2000 model and . I guess to the feds it don't matter if your manufacture date was 99. they will still consider the truck a 2000 because your 8 digit letter is a Y.
    I guess that's how it works.

    Good info to know. I read section VII all 32 pages (page 58 thru 90 of the 500 some pages of the reg for those interested) which was a real bed time story about exemptions. Already hearing guys say there won't be EOBR for fleets of 5 trucks or smaller and such. Not true at all. There will be a lot of surprised people in 2 years time not to mention tons of mis-information between now and then. Spoke with a driver the other day who told me his 2000 Pete was CARB compliant until 2019 and he had zero problems running CA every week. Okie dokie.....

    my fave part is where it says it will affect 3,000,000 drivers and also that they break it down to try and show where you will save time and money as in paper cost secretary cost and clerical cost
