I know...I got that. It surprised me and the officers at Dunsmuir that staggering wasn't mentioned, since in the past it was accepted. I agree, the forward tandem axle because of the mud flaps. Break a chain and it takes out the flap hanger, you are now technically OOS until the flap and hanger are replaced.
