    When I was traveling from Texas to Seattle Christmas 2014 I saw a similar situation in the making. IIRC it was on I-40 in NM almost to AZ, about 2am there was a guy pacing me on the other side of the barrier. I called it in, never found out what happened though. There weren't any other cars on the freeway, but a few miles on I saw a bunch of cops heading back that way.
