    Just saw where you said "have to keep it at 40'" why can't you shorten it a notch or two? No law on that in Cali. Just can't go over 40'

    Get out and look at what the steers are rated at, you may not need to even worry when you burn a little fuel.

    Just put it on your steer axle. 20,000 on the steer. Chances are Tehachapi will be closed anyway.

    All the states you'd be crossing allow 20,000 on steers, or states manufacturers tire rating. Don't worry about. You are good to go. Well, as long as your tires are good. I don't think I'd want a steer tire rated that low anyways.
