They can make all the rules they want, raise all the fines they want, it won't change. There is only one way to put an end to this kind of BS and it will never happen; if he gets caught, give everyone, the shipper, receiver, broker, & anyone else with their hand in the pie the same fines and points for their CSA scores ( I know they don't have them, but they should) then it will stop, because no common sense player would allow a carrier to risk their profile & pocketbook.
This is the reason you will not be given BOL's or allowed to leave the property with a Cat load without providing a copy of the permit. Cat was sued for a load that left with no permit and took out an overpass. The claim was Cat did not do their Due Diligence.
If this was made more publicly aware, perhaps some of these shippers would stop allowing it.

Nope...everybody thinks they can do it. We need to wash a bunch out of the market. THe bad thing is that as long as the shippers are going to use the idiots and brokers, the ones that are going to get washed out are the ones that expect to get paid for bringing their knowledge and ability to the game.

In Ron's scenario, that's a blatant running without a permit. Not a permit error, clerical mistake, or an honest oversight. You don't operate equipment like that without some fundamental understanding. So a blatant disregard like that, impound the unit for 30 days. That will either make him learn his lesson or break him. If it doesn't, second violation should be 6 months, that will fix him.
Don't think that will work? Try this example; there is a private road in northern Alberta, get caught speeding, it's a huge fine. Same company gets caught in the next 30 days, company is banned from the road for 30 days! Yes company, not individual! Nobody speeds on that road, most companies it's a fire-able offense 1st time. Too much to lose.
