Those tube assemblies are bad about leaking at the base of where dipstick tube goes into the mount. They are also a booger to get back in the block. As far as the stick getting stuck, the only thing I can think of is if the stick has a small knick in it and it is stuck where it pulls into tube bottom.

It's also possible the o-ring has somehow swollen up. Or maybe it's frozen right to the tube but not the dipstick itself.

I'd try and heat the tube a little. Maybe just a little condensation build up.

mine has been stuck so many times lost count. though I have a intl coe with a stick 3 ft long. mine gets stuck at the fitting where the metal sleeve connects that the stick goes thru. it just get caught, I always get it loose after a lil push pull twist turn wiggle dance. it really the same as when checking oil on my car & I can't get the dip stick back in all the way until I pull out & turn a lil one way or another. then it will go all the way. the metal on the stick gets hung on the slightest thread, inside the tube.

Update, I did get the dipstick out by twisting with a hard pull. The stick was really bent, with the tip showing the worst of it. I bent it straight as I could and it is difficult to get back in, but serviceable.
