    The guy was talking about a differant type of bj ob. But anyway, I make 50k a year class b in chicago. $12 an hour is a joke, can make that at walmart

    First question I think the answer is about the same. There are lots of local jobs where all you need is a B CDL. I don't think they pay more.
    2nd question I would say maybe closer to 60 or 70 %

    The last part about DAC might be correct. DAC is mostly the larger OTR carriers and not the local guys. However there is nothing keeping any employer from getting an ad hoc DAC report on any employee.

    Back to the OP's question, what sort of work did you have in mind? It's kinda impossible to give a 'one size fits all' answer here. Class B could range from deliveries in a single axle box truck up to operating a mobile crane. Huge differences within the scope you're looking at.
