    I think it is something like every four years or whenever you renew your license. It might vary state to state.

    True but that could all be in process while he's at school and by the time he's ready to cash in that permit for a license it could be sitting in the computer waiting for him. Couple guys I went to school with did it that way, wish I didn't wait to add mine.
