It may look like wind could pass through the openings quite easily but there is still a lot of surface area there when you add it all up. Factor in leverage and it don't take much to tip it over.

It's called jack knifing when you set the luffing tip on the ground with the boom still in the air. Each manufacturer has a very prescribed method to lower their boom. Usually to do this you're in rigging mode so you're LMI limits are bypassed. I've personally never been in the seat during the operation but have been on the ground crew many times, it's s tense moment until those luffer wheels touch down. I could be a simple as his block placement with this much boom every step is critical.
