Is this dipole setup really what it needs to be and how can I test it? I'm running a cobra 29 supposedly peaked and tuned doing about 2 swr I'm working on a new antenna but kinda having trouble finding a 7ft one. I've also considered getting a better radio at some point cause Im still barely pushing 2 to 3 miles tops. Any ideas?

You need shaft under that antenna. Go to a CB shop that sells predator products and get the 27" shaft. The 10" of shaft already under that antenna will give you a total of 37". You can then tilt the antenna less, which will increase your signal strength at distance.

Note that you will have to shorten the whip, but you won't need to shorten as much as the length of shaft you added. All of this will increase the physical length of the antenna, making it more efficient, which will also increase your signal strength.

I just figured out the whip wasn't even tight... I think I may have found part of the problem

Ditch the Monkey Made and get a cheap oil filled antenna at a truck stop and add a 4 foot shaft to the bottom of it.

    That's not a Monkey Made, it's the K40 version.

I ended up getting a 5' firestick from hoods cb shop in Missouri and a swr/watt meter in Joplin, I still have the k40 just doing some testing on the firestick, I'm set at a 1.5 swr across the board. And I'm just gonna velcro the swr meter to the dash and use it all the time. Still looking for that shaft though.. and possibly a "big radio" this meter says this 29 is pushing about 3.5ish watts. I still think with this radio peaked and tuned I should be running 1 swr but maybe it's just cause the way I have the dipole ran not a good enough ground

A resonant dipole will be around 37 ohms, which is about 1.5:1 SWR. I'd say you're right on.
