Ok so I see a flower shop van non cdl delivering propane tanks at one of those exchange places.
He's got like 30 of those 20 pounders (like for your barbecue). He's got them set on the floor 4 or 5 rows wide and 5-6 rows deep...
No securement or racks and not a placard in site......
This can't be legal , can it.....?

If it's less than 1001 pounds it doesn't require a placard (or an endorsement).

Usually you see those things delivered by a side bay truck with placards and everything.

Doesn't he have to have the tanks secured in some way..?
I sure he's under the 1000 lbs but I can't believe he gets a free pass.
I wish I took some pictures ... It was the scariest thing I've ever seen.....

hazmat shipments have to be secured from damage under normal transportation conditions per DOT... it is for sure a violation. Depending on the type of vehicle they would also need a class b or c license with hazardous materials endorsement.
