He's a self employed business ... sole proprietor. He needs to file a schedule C ... his gross revenue - 1099 - will be his income. Then deduct all his expenses, including his per diem expense, phone incidentals, parking, etc.
He's going to have a 15% hit on what's left for self employment tax.

Thank you all so much. I think I've just been driving myself crazy and talking myself in circles. It appears that putting the deductions in does reduce the tax burden by our tax rate so therefore the money that was spent on these items is not being taxed which is what I wanted. I also have my own business so I don't know why this has been so confusing. I think I was just expecting the gas to go in differently than like any other business expense. Thanks again!

You will need to file a schedule c and itemize the fuel as a deduction. Do you have copies of all of the receipts? This could get tricky if you don't. You cannot estimate, you need hard figures on what he spent on fuel for the year.

Do not call the IRS, they will tell you you can't deduct the fuel because it's included as a reimbursement.

The IRS answers 20-30% of all the phone calls this time of year, and their answers are wrong about 30% of the time.
Fuel is an ordinary business expense, same as travel, lodging, cell phone, marketing materials, job specific work clothes (flip flops?
), health insurance, etc.
