How does the rad look? Clean and no bent fins? Nothing caught between the various coolers up front?

probably the first thing i would do is replace the thermostat. it should run on empty load about 180 without the fan having to much need to come on. make sure they replace thermostat and seal as well as gaskets and see what happens. Might also need to check if the charge air cooler fins are plugged up with dirt maybe need to wash it have had a few volvo radiators fins get plugged up and causing same kind of issue now anytime i change a radiator i will was the charge air cooler just to be safe specially in the higher milage trucks. check if there is good air flow from the front when the engine is running and fan engaged if you put a sheet of paper in front of cac or condenser it should pick it right up and suck it in .
