Yea I know it just seems so unreasonable to me because I do a lot of short overnight hauls well within the legal 14 hours, and receivers are sometimes good sometimes not so good. Depends a lot if it's say 58 boxes of watermelons or 3000 different products in different boxes. If I were to tell the receiver "I have to take my 10 hour break before I arrive because I don't know how long it will take you to unload and could put me into an hos violation situatkon" - I wouldn't have to worry about delivering there for very long.

You will never get Law Makers on the same page with truckers. If you examine CSpan House of Representatives, you will see that outside of Committee only about 10 to 20 members are present with Clerks and Chair most of the working day prior to vote passage. Everyone else is gone unless called onto the floor roll call and votes.
Leadership determine agenda for the working day in the House. -
