Hooked up my stock Cobra 29ltd classic in the cascadia and seem to be coming out choppy but receive clearly. Checked connections and Coax seem to be good. Tuned it up and everything. This Freightliner has the built in Antennas, can't even see 'em. Would getting the twin Wilson 2000's mounted on with separate coax be worth it? My range seems to be .5 mile at best.

No, there's not enough distance between them to work effectively... one properly set up will work fine.

That's quite a distance between antenna elements I'm not quite sure how you would hold them together and still be able to drive down the interstate.
I've always managed to get my elements 102 inches apart not that it's very critical for evening out a radiation pattern. -
A couple guys on here have used a single dipole with decent results

@ 15 miles between elements this antenna would have to be 120 miles long so how would you propose to keep this thing elevated in the air without it falling apart?
Let alone driving down the interstate 15 miles wide between two elements you wouldn't even be able to fit under a bridge.
