I guess the way I see it why cap what a broker gets to keep? You're rates are going to stay the same only difference is the broker is going to get less and the shipper is going to win. Set a minimum haul rate per mile under a certain mileage load has to pay by the hour with a min of such and such an hour. going rate should be no less than $4.00/loaded mile on the hub if you have to bounce more than 50 miles to the next pickup you're paid $2.00/mile for your bounce. It'd solve a lot more than capping a brokerage fee at 10%.

What they should be doing is protesting against themselves for continuing to haul freight cheaper and cheaper lol.

Or drivers could just stop moving cheap freight. A guy complained about .87¢. Pfft he needs to just laugh at the guy.
