So according to your interpretation, vacation pay would require the driver to be ON DUTY on the log to qualify for receiving the vacation pay?
Each state has their own "policies" regarding laden or unladen. CA and OR don't consider an empty trailer as "laden", however WA considers any trailer as "part of the load" so the only PC use in WA would be bobtail.

You are contradicting yourself here....your return to your terminal in Watertown would be considered advancing to your next load...either connecting to a loaded trailer or getting an empty from the terminal...your movement advances you toward your "next load".

The key to whether they had to log from home back to the terminal would be if they were dispatched. If they were returning to the terminal, and had not yet been dispatched on anything, they essentially use PC for the round trip. Going to get another trailer from the house other than the one you dropped to go home, being dispatched to do so, would have to be logged. Going back to the terminal or dropped trailer from the house, not under another dispatch, would qualify as returning on PC.

Oh quit....the logic is you drop the trailer, go do your personal business, and go back. It's pretty simple really. It is not a contradiction unless you are just trying to be argumentative.

The key to PC is not in an actual dispatch, but knowing of or about your next load...either the driver or the dispatcher.
Actually, it is in the explanation of the advisory about PC. Keep in mind, Personal Conveyance is not an actual rule or regulation...not yet anyway. However, if it gets out of hand...example being the aforementioned car hauler going down to TX and returning to Iowa using PC, and knowing the next load comes from the home zone...then that easily would be considered abusing the allowance. -

Not true. You can be paid and relieved of duty. I have employees and they are paid hourly from when they start in the morning until they are released at the end of the day. They are paid during their breaks and lunch break and they have absolutely no work duties during those times.

This kind on thing is relatively new to many people. Many do not know that PC even exists, let alone the parameters it can be used. Same for pay even when off duty. And far too many drivers haven't a clue about what regulations apply and say on such issues. They haven't cracked a regulation manual since they started driving and just rely on CB advise.

I don't think it is even "CB advise" as you put it. I see and hear more to the likes of ... my company didn't say we could, so we probably can't...and the truck school didn't mention it...so it can't be true!
