Low boost, now blow by

I'd get the right ecm program before you start fooling around with a waste gate. With what you've described above, low boost, excessive blow by, gauges not working, that's where you need to start.

Definitely start with the ECM first if swapping the old one on cleared up a number of your issues. The check engine light could simply be caused by damaged sustained to the ECM when the rod went or from some stored faults that occured when the engine came apart.

As for the boost issue, could be as simple as a boost leak. What I've seen on some engines is that some sensors and injectors need to be calibrated in the ECM for it to run right. Could be just a lack of fuel being injected, preventing the engine from making enough heat to drive the turbo.
